Unattended uninstallation is a new Feature in Series 7 Version 2 MR2, but the syntax is different between Series 7 Version 2 and Series 7 Version 3.
Here is the syntax for MR3 version :

Use uninst -u -s uninst.ini for a silent uninstallation.
Steps:
1. Go to the C:\Program Files\Common Files\Cognos Shared\cer4\Uninstall directory and open the uninst.ini file.
2. Set RemoveAllCompsFlag to 1 if you would like to uninstall all components.
3. Set RemoveAllCompsFlag to 0 if you would like to uninstall only selected components. For each component, change the value to 1 if you would like to uninstall it and to 0 if you would like to keep it, for example here are the settings to uninstall the PowerPlay for Excel component -
[Remove All Components]
RemoveAllCompsFlag=0
[Component List]
PPXL_APP_VERC=1
4. Open a Command Prompt and go to the \Program Files\Common Files\Cognos Shared\cer3\Uninstall directory and run the following command -
