we have four queues , when i use email ticket to other recipient, they could not view it, what settings need to be done so that when tickets are emailed from different queues,

recipient should be able to view no matter which queue they belong to

If your technicians are logging into the user interface then I believe they can only access tickets which are in queues where they can be owners. We have technicians use the admin interface to get around this issue.
