Why should we not use SelfReg table entries for registering DLL's

I have recently worked on a package where there is SelfReg table entry for dll files like msxml3.dll, scrrun.dll etc

- What happens if the dll is already registered on the machine?

- Will these registry entries get deleted after uninstallation of the msi? If they do, that will affect other applications which use msxml

- What does 'Cost' attribute in SelfReg table signify?
