Where's the ~/Library/Preferences/com.apple.desktop.plist file on High Sierra 10.13.6?

I'm wanting to put a specific wallpaper background in the default profile (/System/Library/User Template/English.lproj/Library/Preferences/) so all new users will have that specific background.

Traditionally I've done this by setting the wallpaper for one user, and then copying that user's Library/Preferences/com.apple.desktop/plist file to that default profile location, but with High Sierra (10.13.6), I'm finding that there is no ~/Library/Preferences/com.apple.desktop/plist file. Has High Sierra changed things? I'm unable to find anything on the world-wide web about this.

Never mind; I finally found the right page on the web.

The location for the desktop wallpaper setting has been moved since Mavericks. It's now in ~/Library/Application Support/Dock/desktoppicture.db .
