What is needed to package for Vista / Win 7

We have scores of Wise Scritps compiled into EXE's as well as tons of MSI's and MSI's with .MST's. With UAC turned on in Vista (and soon to be Windows 7) what must you do to get these to run on your system? We use SCCM for deployments.

Can SCCM hande this without the use of a CERT for each EXE?
Also, we allow users to install apps on their own, can you apply a CERT to an EXE or MSI that will bypass the UAC and allow a locked down user to install the apps?
