Veritas Backup Exec 9.1
I'm trying to transform / deploy Veritas Backup Exec for Windows 9.1 with Group Policy and a Transform however getting setup.exe error as per other peoples issues. Have tried the following with no luck:

I have found the custom action VerifySetupEnvoked by directly editing the MSI but am unable to do anything more because when I try to check the sequences it all falls apart (get errors about invalid pages etc...)
You can freely download this software off the internet as well for anyone wanting to really have a look.
I have tried both Installshield Adminstudio and Wise Package Studio to look at this app with no success
Anyone got any ideas?
