Have not done this software but did a quick googling and found: http://www.usps.com/shippingassistant/html/Shipping-Assistant-User-Guide.htm

See the "Upgrade to Shipping Assistant" section

After downloading has complete (and before hitting Continue) try to find where the "download" is located.
You may also need to find out what command line is used to install the "update"

There is a file called ShippingAssistant.exe.config under the install direcotry i took the following code off & it works like a charm

ORIGINAL
<UpdaterConfiguration defaultDownloader="HTTP" applicationId="{15C77FC3-8137-4A5E-8F81-F559045DD6B0}" manifestUri="http://www.usps.com/shippingassistant/install/updates/%VERSION%/manifest.xml">

THIS IS WHAT MY CODE LOOKS LIKE NOW
<UpdaterConfiguration defaultDownloader="HTTP" applicationId="{15C77FC3-8137-4A5E-8F81-F559045DD6B0}" manifestUri="">

Good Luck guys.
