Tranform error

I have created a response transform using tuner of installshield 9.5 but when created and tried to open it giving following error :
Runtime error :
Program : c:\prgram files\Installshield\2010\system\isdev.exe
abnormal program termination.
please help me to know what is the problem while opening transform...
