Is it possible to allow Users to see tickets in a Queue that they didn't create themselves (read-only access)?
I would like Users to have access to see what is going on in the Queue without being able to edit anything that isn't theirs.

Unless you change their role access to allow a limited read-only role to the admin side of the KBOX then no. By default they can only see their tickets when they log into the user portal.
