Some more information is needed here,
Did you try installing it per machine ? ALLUSERS=1 ?
Is it an installshield Application, then there might be a custom action overwriting the ALLUSERS=1, check to see if you have a custom action in UI and also in execute immediate (similar to SetAllUsers....)

Is the other accounts regular users, if so it would presumably be a permission issue that you would have to solve.

In my case initially i was unable to reflect the changes made in CURRENT USER REGISTRY
to LOCAL MACHINE REGISTRY therefore it wasn't working but later after restarting the system the changes were reflected.
