Smart Labels show machines that meet query but distribution with smart label doesn't see the same machines.
Smart label scanning all machines looking where 'software' not installed. Label see's its not there and if not installed pushes 'software'
Reviewing the smart label and I see that it returns machines that meet this requirement. (should push) The smart label is associated to the distribution but the distribution doesn't see any machines while the smart label shows 6 .

Go into the record for that piece of Software, and see what's selected for "Supported Operating Systems." If your label has collected 5 Windows 10 computers and 6 Windows 7, and only Windows 7 is selected under Supported Operating Systems for that software, KACE isn't going to try to push the software to the Windows 10 computers.
