silent install command for openssh services 3.7.1 p1-1

Hi Experts,

I would like to know the silent installation command for the openssh services 3.7.1 p1-1 . Publisher of the openssh is HP.

I tried with setup.exe /s, setup.exe -r "c:\response.ini" to create response file.. nothing works :(

please tell me how to do that..
