  • If you deploy to the user desktop then they automatically have rights. It is not recommended to allow users to have access to the common desktop as it has potential security issues. - EdT 9 years ago

We set this via group policy. Configure a policy at computer configuration\policies\windows settings\security settings\file system. Add the folder %SystemDrive%\Users\Public\Desktop and you can set the permissions you desire. We give authenticated users Modify rights. We just do this on staff machines...if they want to modify their desktop let 'em. Any shortcuts we want to stick we push out so if they delete them they are re-created.

I find the solution!
Go to general information in installshield, select "Custom InstallShield handling" in "Locked-Down Permissions"
After that, go to properties of the shortcut\ permissions, and create a new domain:
domain:[%USERDOMAIN]
user: users
select the permission you want to add
