Are you sure you have set up the msi to install and start the service correctly?

Is it a kernel service or does it need a reboot in order to start?

Some kernel services can not be installed using the normal method within an msi. You may need to create a custom action to do it once the file is installed.

This is a service for licensing of Clearcase. It has to get authenticated during installation. The vendor msi is not installing the service if installed with MSI .If set up.exe is used the service get installed with both vendor MSi and the msi (vendor msi combined with my transform)that I created.

I suspect there might be a command-line parameter that passes some parameter (?Property?) to msiexec...
Turn on logging and see what command line installs your .msi file...

Could be that the vendor put the custom action only into the InstallUISequence but simply forgot to run it in InstallExecute sequence table also.
The same happened with Adobe PhotoShop Elements 3
