scripting a pending file rename operation

I want to script a pending file rename operation instead of using MSI because I'm only deploying one file that will be in use.
Has anyone tried doing this?

I've found this page.. not much else so far.

What about first stopping/killing the process which has the file open? Then there's no open file handle and you can copy it.
