Require completion of ticket survey (K1000)

Hello guys, does anybody knows if it´s possible to always require the completion of the ticket survey? I would like to block users from opening news tickets if exists surveys pending.
I would appreciate any kind of help or comment.

I don't believe that is possible. You could create a ticket rule that will remind submitters with a closed ticket to complete the survey. You can have the rule run as often as you like, depending on how much you want to annoy them.
