Related to ALLUSERS properties

Suppose if i include the ALLUSERS=1 property in MSI and i passed the ALLUSERS=2 property in the commandline. Why it will take ALLUSERS=2 only. Please suggest

IT is because the public properties passed through command line are preferred over properties specified in the MSI database.
The whole purpose of using command line to add public property was to change it during installation.
