Possible to enable K1000 User Console Library only, and not Ticketing?

My organization is considering implementing the User Console Library so that users would be able to download an install their own software. I was going through the K1000 admin guide, and did not see any reference to enabling that as a feature separate from the ticketing system. We currently use another ticketing system. I was wondering if this is possible. Any advice?
