Is it possible to grant a Regular User permission to view the tickets Submitted by users x,y,&z (or in Label xyz)? Some of our Managers will want to be able to overview what their staff are asking about.

No it isn't but you can setup a report that can be emailed to them. Or you can give them admin portal rights with read only access to the tickets tab (hide other tabs appropriately) and put them into the helpdesk owners label. Now they can see all notes on any ticket but not change them.
