PC with XPs SP2 is opening a security window when I try to do a silent install of Office 2003 SP2

I have to install Office 2003 in our enterprise with Windows XP and a mix of PCs with sp1 and sp2. (Firewall off). We use SMS to deploy. For the office package I have created an MST using the 2003 recourse kit and I am using a SMS wrapper to deploy the .exe in our enterprise. In the SMS exe wrapper I have also added code to run office 2003 SP2 silently after the Office install. This deployment with SMS works great on PCs with sp1 but the PCs with sp2 load Office 2003 fine then stop when it gets to the last part where the package loads the service pack 2 for Office 2003. I get the usually XP SP2 Security Warning window. Asking if… "do you want to run this file?" It stops the whole installation till I click RUN. I have gone to IE security/Trusted sites and added fully qualified name of our deployment servers to the PC and still I get this warning. Anyone have any ideas?

We use setex.exe from the resource kit in our script to disable zone checking at the start of the install and then re-enable it at the end of the install.

Command Line
Disable: Setexe.exe SEE_MASK_NOZONECHECKS 1 -m
Enable: Setexe.exe SEE_MASK_NOZONECHECKS 0 -m
