Patch Schedules not running after v12 Upgrade

Since upgrading SMA v11 tov12, most of our patch schedules are no longer executed by the agents (100% Windows org here). Patch schedules will only run if they are configured to use the server timezone. If they are configured to use the agent timezone, they do not get triggered.

I created new schedules of each type and got the same behavior, so this isn't limited to pre-existing schedules. Is this a known bug? Can anyone else reproduce this? I can't find any other explanation for it.
