package upgrades - missing files

I am using WPS Pro 6.1

I have created a package for "PhotoMapper 5" and the package installs and works great if I install it on a clean machine. In the "upgrade" area, I added the old "PhotoMapper 4.2.2.msi" for it to remove the old version, and then upgrade/install the new version.

If I install 4.2.2 on a computer, reboot, then if I run the new PhotoMapper5.msi installation, it only installs 6 files to the "C:\Program Files\PhotoMapper" folder... If I run the application from the start menu, it does a mini-setup and then finishes installing the remaining 70+ files into that folder.

I checked the "Administrator Options" under "Package Options" and I checked "Per-Machine installation" and when I run the MSI, I use the ALLUSERS=1 switch... what else could I be missing?

move the RemoveExistingProducts to just before InstallInitialize. this should completely yank out the 4.22 install before laying down your new version... not necessarily efficient, but without going into detail, hopefully the cleanest....
