Package and installation of Acrobat 7.0.x and Reader7.0.x on the same PC

Has anyone found a way to package both Reader and Acrobat so that they live peacefully on the same PC? This is a consistent problem for us. And to avoid the onslaught of questions:
I am aware that Adobe does not reccommend installing both applications on the same PC
Because of the policy of where I work, we do install both apps on the same PC, although the user can only use Acrobat if they are licensed
We will not license Acrobat for all users due to cost.
Any feedback would be appreciated and welcomed
