OS X "Application cannot be opened" when deployed via KScript

We have some installers that use KScripts to unzip a file, and copy the .app to /Applications/.  Lately any script we run like that, when the application is opened the user gets an error "Application cannot be opened."  (these scripts worked previously.)

If I write the same exact commands into a shell script and deploy that way, it works perfectly.  Any ideas what might be going on here?
