Office 2013 not installing for all users

I have a build that uses a .msp file and config.xml and it works fine. The issue is if i reboot and log in as a different user the apps are not in programs on w7. I looked in the OCT but did not see anything for all users. Do i have to use the /allusers switch or something on the command line?

This is very odd behaviour only.. Hope you have not over seen

Try adding ALLUSERS=1 in msp under OCT->Setup->Modify Setup Properties section

Very odd. Testing in my environment showed the installation occur for all users by default. Perhaps try on another computer (if you haven't already).
