Office 2007 Enterprise-Language Settings English(US)

Hi All,
Client Build has its regional languages etc, set to English(US). Already installed on their machines is Office Enterprise 2007. Problem is that they want the settings to be English(UK). Looking at the Office Customization Tool for installed office i see that no language settings have been configured so they default to 'same as system'. So as Office 2007 is a 'language neutral' install it takes its read from the locale settings.
I have tried to create a new .MSP using the OCT enabling English(UK) wherever i see it not configured but this does not make any changes. The normal.dotm remains at English(US) also.
I am using the cmdline msiexec /p <xxxxx.msp> REINSTALL=ALL REINSTALMODE=omus.

Any ideas appreciated as this is a priority
