Notification Area Icon -- Windows 7

I have a package that has a systray icon which we would like to set the icon to "Show Icon and Notification" this way the icon can always be seen in the systray in Windows 7. I was able track where the setting is but it is an binary setting

[HKEY_CURRENT_USER\Software\Classes\Local Settings\Software\Microsoft\Windows\CurrentVersion\TrayNotify]
