K1000: Next Stage in Process not trigered when Ticket closed with Ticket rule

I have a 2-step process setup within Kace to handle approval of changes. The steps are Request (Parent), Approval (Child) and Implemention (Child). Generally it is working but I have one isse with the Approval step that I cannot seem to fix, explained below:

When the Approval ticket gets approved, I have a ticket rule that sets the status to Completed with a Closed state - however, the 2nd Child ticket (fot Implementation) does not get created after the ticket rule fires. I have to click on the Save button in the UI a second time to have this happen.

Does someone have a trick to automatically create a next step ticket in a process when the current ticket is closed with a ticket rule.
