MSI file does not download to client

Trying to do a Managed Installation and a scripted Windows MSI Installer but neither works. It appears that the MSI does not download to the client (Windows 7). It creates the directory (C:\ProgramData\Dell\KACE\downloads\xxx) but doesn't put the MSI file in it so therefore the software does not get installed. If I manually copy the MSI to that directory they the install runs at next inventory. I've tried multiple MSI and client machines.

zip the msi and attach it that way
