Linking approver to department in servicedesk

Does anyone did a servicedesk where each department has its own approver and the user belongs to specific department can only see the department approver that the users belongs too? 
Ex. User A belongs to Dept. A. User A should only see the approver of Dept. A. 
User B belongs to Dept B. User B should only see the approver of Dept B.

Setting up approvers can only be done by label, such that you can add as many labels as you like to the approvers group but they are all still shown as one list, which means what you need to do cannot be done using the approver process.

We can add in additional fields such as departmental approvers in a custom dropdown, but again the data with the dropdown will be static and based on labels, so you will need a drop down for each approver, but you can then put in place some logic with ticket rules to say if the Department is A then the approver must be selected from dropdown A then email the approver and ask them to update the ticket, but it is not ideal.
