Is there a way to limit ticket assigners by label?

I need to figure out a way to limit my ticket owner's ability to assign tickets. With each ticket owner having the ability to "reassign" what has been assigned to them, I have run into an issue with no one wanting to keep tickets assigned to themselves.

 

Please help me figure out a way to achieve this. If this has been asked somewhere else, I apologize. I could not find it anywhere.
