Is there a way to add "Set Catergory To>" to the action items in Service Desk Queue?

I am trying to see if there is a way to add on option for "Set Catergory To>" under Choose Action in the Service Desk.  Is this a set field or is there a way to modify?

Right now there is no way to customize that menu. Not a bad idea though. Maybe submit it as a suggestion for future release.
