Is it wise to package a website certificate?

Apart from the legal ramifications (if there are any), what other issues could one face?

Not sure if this would get captured properly.

To my understanding you would have to use "certmgr.exe -add" to add any certificate to ROOT\Trusted Publisher.

If you really want an MSI, you could keep the cermgr.exe, certificate file in binary... extract these to %temp% & use custom action to execute the cermgr with certificate file to be added.
