Is exitcode "3010" "reboot required" only used by msi installs ?
Or is it also a common exitcode for silent installs via an executable.

That depends on whether the EXE is an MSI-extract-and-run stub. Stubs authored for non-MSI delivery wouldn't use it, I don't suppose.
Besides anything else, there is no standard exit code for any operation, other than the normal DOS ones. Heck, Microsoft can't even standardise on zero for success, non-zero for failure...
