Someone help create IObit Uninstaller.
- Silent installation .
- Disable IObit live update.
- Load settings .

You haven't mentioned what you've already attempted with this, or what issues you've come across.
I downloaded a copy just to see, and within seconds I determined it's an Inno Setup installer - I didn't install it to find this out.
There are commandline switches that can be used to help control the installation - see here.
The Live Update is probably a service that you could either disable within the application settings or kill the service entirely.
The settings are either going to be in a settings file or registry, and could be user profile based, or machine based.
Use a lightweight snapshot tool (InstallRite, InstallWatch, PictureTaker et al) to determine where these are being stored and action them accordingly.
See how you get on and feel free to post back any questions with specifics of what you tried and what the failures are, inlcuding any relevant error messages or log entries.
There isn't an entry in the Software Tips section on this site for this application - feel free to add one when you have all of your answers.
TBH, it's not the kind of software anyone in Enterprise would be looking at installing, as they tend to be fully managed install/uninstall environments with restricted machines etc.
