I cannot imagine what system on which you might be running the MSI which wouldn't have WSH installed on it so I would assume that the installation on the target is broken in some way. If the Custom Action uses embedded script, that suggests an issue with the Windows Installer engine itself, since that acts as the scripting host for embedded VBS.

The VBScript engine could be unregistered or corrupted.

Of course, the OP doesn't tell us what OS they're using so this could all be speculation. Nonetheless, good info to keep here in the unlikely event that someone should be as radical as to use AppDeploy's 'Search' facility...
