Are you talking about an application admin and user, or all Windows (local) admins and users?

  • Admin and a user platform is xp
  • you can try revoking the 'list' rights on the shortcuts for the Users AD group. The administrators should then still be able to see them.

You could do a pair of transforms - one for the individual with admin access, and one for the user with non-admin access.

  • that does not exclude the use of transforms as suggested, assuming you know at install time whether you want to install the full or user version.
