What should be set as key path if our package contains user related files?

Create a dummy HKCU entry and use that. Typically, I use HKCU\Software\(Client_Name)\[ProductCode]\Installed = (Date)

As VBScab said,set HKCU registry as keypath or else you will get ICE 38 error during validation of MSI.
