IE8 to IE7 rollback requires Admin login

Hi

We have deployed a packaged ie8 to an estate with ie7.  All configurations done with GPO.

When tepsting the rollback ie7 will now not launch as a user and needs and Administrator to login and launch it.

The user will then be able to launch .

This is also the case when ie8 is reinstalled.

Is this a GPO setting, and if so which one.
