I am not able to Enable services form user side

I have created a rapper script for enabling the services which has admin rights, i mean used as Runas command. if i ran this EXE file manully it works fine. But through custom action it's not working. Could you please someone tell me how to put custom action in proper way ( Sequence).

I would not advise this method personally. Instead, you should look at using the ServiceInstall and/or the ServiceControl tables which are designed to do this particular task.
