how to suppress the "Safari set as a default browser" message box

i am packaging apple safari 5.1.2 for win xp sp2 platform. When i launch the shortcut it is launching fine and it is displaying a message box "safari set as default browser" YES or NO. We should suppress this message box, When we select NO and click on OK button the message box is hiding and it is creating a "com.apple.Safari.plist" file in %APPDATA%\Apple Computer\Preferences location.It is having the following information.

When we go and launch the shortcut in StandardUSer the same message box is displaying. the file is modifying on every launch i think and it is changing per user basis. I tried to resolve this path with environment variable but it is not suppressing that message "C:\Documents and Settings\avfadmin01\Local Settings\Application Data\Apple Computer\Safari\LocalStorage"
please suggest me how to resolve this issue.
