how to make any exe file to msi without changing anything inside ,just it should execute as msi file
means it should work just like exe application but with msi format.

This is a free excellent tool that will allow you to create a MSI package for any application. I have used this to make MSI packages when all the application needed was copy files and make a shortcut.
Advantages:Creates Uninstall strings and registers in add/remove programs

Sometimes you can use 7zip to extract an msi file from a setup.exe file but that depends on how it was packaged. If you can't then you will most likely need to repackage it using a tool like Installshield.
