How to include attachment with custom ticket rule

It seems the new feature of embedding image attachments in ticket emails is only available using the predefined events. How do I make that happen in my custom ticket rules?

In Admin Center, click Objects and rules in the sidebar, then select Tickets > Settings. In the Attachments section, select Customer can attach files.
