Its very simple, create a custom action to run the following command
cmd /c mkdir "C:\Documents and Settings\All Users\Application Data\.#"
or you can use the similar command in the Batch file.
cmd /c mkdir "C:\Documents and Settings\All Users\Application Data\.#"

I believe he encounter this special character in operating system with non-english MUI installed.
