How do I add a USB printer port via script?

I have in the past used the “RunDLL32 printui.dll,PrintUIEntry”, to install the drivers and assign the printer to the LPT port. But LPT ports are already defined on the system where as USB printer ports are not.
How can I programmatically create the USB port and assign the printer to it before plugging in the printer?

Windows 2000 SP4
HP Laserjet 3050 (USB)

I had the same problem before and ask Microsoft because I was able to do so manually by running the batch file but not with System Management Server. And the answer was... with SMS it is not possible because the SMS account is not doing a real login.
