Hiding ticketing queues

We have two queues one for Help desk and other is Change Management Queue.

I want to hide Change Mgmt queue for users and make Help desk queue as Default queue  for all users

Check the queue configuration for the User Preferences settings. If a user can be a submitter then they will see the queue as an option in the user portal.
