Helpdesk queue

Does anyone know how can disable ticket creation by an email from a queue? And I already tried unchecking the New ticket via email box and tickets still get created.

I have 1 queue that  depending on the category they select ticket gets routed to different specialist and if folks email tickets they just default to 1st category? I wish I could also force sub-category selection.
