Help with MSI (Microsoft Installer) error 2203: Database: [2]. Cannot open database file. System error [3].

This can happen if Windows Installer attempts to copy the file to a directory but cannot due to a permissions problem. This occurs most commonly when the SYSTEM user does not have permissions to the target folder.
