Has anyone completed a layer with Oracle 11 Forms and Reports without getting issues with OPM unable to start services???

  1. At step 14 of 15 it failed  at creating ASInstance  which starts up the  Services for  OPM ( Oracle Process Manager)   How does one get around this part
