error in opening AppDeploy. wait.html / welcome.html

when I open the app deploy it asks to download the welcome.html and wait.html files.If i agree it opens them in browse, if i cancel it  I get a blank screen on AppDeploy.
In both cases the Next button is disabled. 
What can I do to fix?. I am using the software in the default company image, Windows 7 Enterprise. Any pre-req ?
